VOCATIONAL ENTERPRISES ANALYSTDEFINITIONThis is advanced technical work in the research, development and implementation of new product and service areas for the Vocational Enterprise Program of the Department of Corrections. An employee in this class is responsible for services relating to the planning, designing and conducting of market and feasibility studies for new products, services or industries which may be suitable for operation within the Vocational Enterprises Program of the Department of Corrections. Work involves collecting and evaluating data on new or existing products or services and preparing projected sales potentials, machinery and equipment costs and inmate employee estimates. General supervision is received from the Vocational Enterprises Development Coordinator or other designated superior who reviews work through conferences, reports and evaluation of the quality of services performed. Any one position may not involve all of the specified duties or knowledges, skills and abilities, nor are the listed examples exhaustive.EXAMPLES OF WORKCollects data from various sources, such as the Division of Purchasing and Materials Management and vocational industries of other states, on new or existing products or services. Evaluates data collected to determine feasibility for incorporation into Vocational Enterprises Program operations. Prepares detailed reports concerning projected sales potentials, machinery and equipment costs and inmate employee estimates for new products or services. Develops and reviews mechanical and product designs for proposed or existing products. Reviews recommendations submitted by the Vocational Enterprises Program Advisory Board, makes preliminary investigations and develops preliminary specifications. Confers with vocational enterprises managers in the review of proposed expansion of operations, including assessment of impact on production, materials, equipment and work force. Provides assistance in production and quality control efforts of the Vocational Enterprises Program, as directed. Participates in the start-up of new industry or service operations. Maintains resource materials and publications. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIESConsiderable knowledge of the principles and techniques of market research and analysis. Considerable knowledge of materials, methods, processes and equipment utilized in manufacturing or service operations in a vocational enterprise setting. Ability to determine product costs, equipment layout and utilization of labor. Ability to develop complete specifications and evaluate reliability of sources of materials and services. Ability to prepare complete and accurate working plans and reports. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)Two years of experience as a market analyst or closely related experience; and graduation from an accredited college or university with a Bachelor's Degree in marketing, economics, business or public administration, industrial management, or mechanical or industrial engineering. (Graduate work in the above areas may be substituted on a year-for-year basis for the stated experience.) OR Two years of experience at the level of a Factory or Service Manager II, or Production Specialist I (Corrections) under the Missouri Merit System.
