VOCATIONAL ENTERPRISES DISTRIBUTION SUPERVISOR

 

DEFINITION

This is responsible supervisory work in the Vocational Enterprises Program directing shipping and warehousing operations and facilities located throughout the state.

The employee in this class is responsible for directing and supervising the efficient and economical shipping, distribution and warehousing of vocational enterprises products and raw materials.  Work involves supervising the electronic inventory system to track and maintain raw materials and finished products; the oversight and management of loading, dispatching, operation and maintenance of a fleet of motor vehicles, forklifts and related warehousing equipment; and supervising Tractor Trailer Drivers, Storekeepers, Corrections Officers, office support staff and inmate workers.  General supervision is received from an administrative superior.

EXAMPLES OF WORK

Directs and supervises the shipping and distribution of vocational enterprises products to governmental agencies throughout the state and the transportation of raw materials to the various vocational enterprises manufacturing locations.

Directs and supervises the warehousing functions for vocational enterprises products and raw materials, and is accountable for inventory management, space utilization and finished goods stored in numerous warehouses throughout the state.

Supervises, trains and evaluates employees, relating to new procedures or unusual methods required to transport special products and/or materials.

Supervises the electronic maintenance of perpetual inventories and material records; ensures proper control and distribution of finished goods and raw materials; determines optimum inventory levels; establishes reorder points.

Establishes schedules for pick-up and delivery of products; dispatches vehicles; maintains logs of pick-ups and deliveries.

Establishes schedules for the maintenance and servicing of vehicles and material handling equipment; maintains vehicle usage and maintenance records.

Advises management as to the condition of equipment and need for new or replacement equipment; develops specifications for recommended equipment.

Arranges for shipments by commercial companies when it is not feasible to ship by enterprises vehicles.

Supervises, through subordinate personnel, inmate workers responsible for loading and unloading trucks to ensure the safe transport of merchandise.

Establishes procedures to ensure that all items are delivered safely and damage-free; provides training to employees relating to quality control of warehouse products.

Coordinates transfers of furniture and other commodities as requested by other state agencies.

Ensures the security of raw materials, finished goods and equipment during storage and in transport.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of transportation, shipping and distribution methods and procedures.

Considerable knowledge of federal and state regulations relating to shipping and interstate truck operations.

Considerable knowledge of the traffic laws of the State of Missouri.

Considerable knowledge of electronic inventory systems and warehousing procedures.

Working knowledge of the operation and maintenance of tractor trailers and material handling equipment.

Working knowledge of commercial transportation companies and shipping methods.

Ability to develop and implement policies and procedures relating to warehouse inventories, transportation and distribution of products.

Ability to plan, assign and supervise the work of designated subordinates and inmate workers.

Ability to maintain essential records and to prepare reports relating to shipping, warehousing and distribution operations.

Ability to interpret specifications in order to determine quality and quantity of goods.

Ability to establish and maintain effective working relationships with staff, customers, commercial transportation employees and the general public.

EXPERIENCE AND EDUCATION QUALIFICATIONS

(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)

Two years of experience as a Storekeeper II or three years as a Storekeeper I with an agency under the Missouri Uniform Classification and Pay System.

OR

Three years of experience as a Tractor Trailer Driver with an agency under the Missouri Uniform Classification and Pay System, of which one year must have included the maintenance of inventory records in a warehouse environment.

OR

Four years of experience as a shipping clerk or manager, routeperson, salesperson/driver or similar work with responsibility for the maintenance of inventory records and accountability for products delivered; and possession of a high school diploma or a GED certificate. (Additional qualifying experience as described may be substituted on a year-for-year basis for deficiencies in the stated education.)

NECESSARY SPECIAL REQUIREMENT

Possession of a valid Missouri Class A commercial drivers license at the time of appointment.
