VOCATIONAL ENTERPRISES JOBS COORDINATORDEFINITIONThis is professional work in the development, implementation and coordination of an inmate job placement system in the Vocational Enterprises Program of the Department of Corrections. An employee in this class is responsible for the development, implementation and coordination of a job placement system for inmates engaged in the various vocational enterprises operations. Work includes preparing formal descriptions of and recruitment notices for vocational enterprises jobs; developing and coordinating a uniform selection and placement procedure; reviewing and making recommendations relative to the inmate pay plan; and conducting an inmate employee relations program. Supervision is exercised over a staff of inmates engaged in the maintenance of personnel placement and payroll records. General supervision is received from an administrative superior; however, the employee is expected to exercise considerable independence and judgment in performance of assigned responsibilities. Any one position may not involve all of the specified duties or knowledges, skills and abilities, nor are the listed examples exhaustive.EXAMPLES OF WORKDevelops, implements and coordinates a job placement program for inmates engaged in the various vocational enterprises operations, including recruitment, selection, compensation and employee relations. Develops applications, job descriptions and a uniform rating system for use in the recruitment, selection and placement of inmates in the vocational enterprises work force. Coordinates the placement of inmate workers with the institutional classification unit and enterprises staff. Develops policies and procedures regarding the employment, placement and termination of inmate personnel in the vocational enterprises operations. Reviews and makes recommendations in cooperation with the enterprises committee on Inmate Work and Pay Guidelines to appropriate staff relative to the inmate pay plan. Supervises the maintenance of personnel placement records and preparation of inmate payroll. Prepares recruitment notices for enterprises jobs and maintains listings of available inmate applicants. Investigates work-related inmate complaints and grievances and recommends appropriate action; investigates recommendations for inmate employee dismissals, hears appeals and advises superiors of findings. Establishes a working relationship with private employers for possible placement of inmates on a work-release program. Works closely with the divisional vocational education section in the development, implementation and coordination of enterprises' job-related vocational programs. Performs other related duties as assigned. KNOWLEDGE, SKILLS AND ABILITIESWorking knowledge of the Vocational Enterprises Program, particularly as related to trades and skills utilized. Working knowledge of personnel procedures with particular reference to recruitment, selection, placement and employee relations. Some knowledge of institutional policies and procedures, particularly as related to inmate rights. Some knowledge of behavioral problems encountered with criminal offenders. Ability to investigate and resolve problems in the areas of employee relations and general personnel administration. Ability to establish and maintain working relationships with vocational enterprises staff, inmates, other institutional personnel, and employers in private industry. Ability to supervise inmate workers. Ability to present ideas effectively. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)One year of professional experience in employee recruitment, selection, classification, placement and/or vocational counseling; and graduation from an accredited four-year college or university with a degree in business, personnel or public administration, vocational counseling or closely related areas. (Graduate work in the specified educational areas may be substituted on a year-for-year basis for the stated experience.)
