PAROLE HEARING ANALYST

 

DEFINITION

This is professional probation and parole and related administrative work for the Board of Probation and Parole in handling the various parole processes.

An employee in this class is a member of the parole hearing team for parole and revocation hearings. The employee is responsible, pursuant to state law, for reviewing cases of individuals confined in the Department of Corrections and making decisions regarding parole, parole revocation and conditional release extension. Work includes reviewing correspondence, interviewing people interested in particular inmates and performing other assignments as directed by the Parole Board. General supervision and administrative direction are received from the Board member to whom the analyst is assigned; however, the employee is expected to exercise considerable independent judgment and discretion in the performance of assigned duties.

EXAMPLES OF WORK

Reviews case files on individuals confined in the Missouri Department of Corrections and under consideration for parole.

Prepares written recommendations for the Board in regard to parole hearings.

Assists in the conduct of parole, parole revocation and conditional release extension hearings and is part of the decision-making team in conjunction with such hearings.

Reviews correspondence from relatives, representatives, etc., and prepares correspondence related to parole matters.

Interviews delegations, families and attorneys in regard to particular inmates seeking parole.

Participates in state, regional and national conferences relating to probation and parole.

Addresses local and community organizations on matters pertaining to probation and parole.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the laws and regulations of Missouri and other states relating to parole and probation.

Thorough knowledge of parole procedures and practices.

Thorough knowledge of the causes of crime and of modern methods of rehabilitation of the offender.

Considerable knowledge of social agencies operating in the community and of the resources available for the rehabilitation of criminal offenders.

Considerable knowledge of human behavior, attitudes and motivation and the ability to apply this knowledge to the rehabilitation of the offender.

Ability to conduct a meaningful interview with criminal offenders.

Ability to exercise good judgment in evaluating situations and in making decisions.

Ability to analyze and assist in solutions of adjustment problems of adult offenders based on an understanding of habits and attitudinal patterns of offenders.

Ability to prepare written reports and records.

EXPERIENCE AND EDUCATION QUALIFICATIONS

(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)

Five years of professional work in probation and parole, juvenile placement or corrections casework of which at least two years must have been at the level of Probation and Parole Unit Supervisor; and graduation from an accredited four-year college or university with specialization in criminal justice, psychology, education, social work, sociology or related social sciences. (Graduate education in criminal justice, psychology, social work, sociology or guidance and counseling may be substituted on a year-for-year basis for the general experience. Two years of experience as a Probation and Parole Officer II may be substituted for a maximum of one year of experience as a Probation and Parole Unit Supervisor.)
