GEOGRAPHIC INFORMATION SYSTEMS SPECIALIST

DEFINITION

This is senior-level professional, consultative, and/or supervisory work providing technical support of geographic information systems (GIS) and associated databases, applications, and services.

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

EXAMPLES OF WORK

Provides consultative guidance and technical expertise in geodatabase analysis and design, geographic information application programming, spatial data and/or technology integration, remote sensing applications, network and route analysis, modeling, web mapping applications, GIS project management and supervision, and/or other geographic information specialties.

Supervises professional and/or technical staff engaged in tasks relating to GIS technology.

Develops and/or analyzes complex specifications such as flowcharts, logic and work flow diagrams relating to diverse functions of programs.

Designs, creates, maintains, documents, and tests complex GIS programs, scripts and/or geodatabases, and applications that may span multiple plat forms.

Evaluates geographic information technology solutions; integrates new developments with existing systems.

Researches, reviews, and prepares requests for proposals and/or bid specifications for GIS hardware, software, and/or data purchases.

Con ducts GIS and geodatabase design, development, and administration activities.

Provides GIS technical support for internal and external organizational systems.

Participates in information strategic plan development and implementation.

Reviews data processing procedures and applications to ensure data integrity, compatibility with existing systems, and compliance with standards, policies, and other guidelines; identifies needs and ensures they are addressed.

Develops GIS hardware and/or software standards and quality control procedures that support GIS platforms.

Provides cost benefit analyses of technology solutions to meet mandated needs.

Responds to technical requests from GIS professionals/users and resolves problems.

Participates in meetings, training seminars, and GIS user groups.

Exercises considerable independence in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Comprehensive knowledge of principles, practices, terminology, and trends in GIS and related technologies.

Comprehensive knowledge of cartographic principles and spatial analysis.

Comprehensive knowledge of computer systems, database management administration, security, networking, and telecommunication concepts.

Comprehensive knowledge of geographic information applications, analysis, and the relationships between different types of spatial data.

Intermediate knowledge of the assigned department's mission/functions and information systems.

Intermediate knowledge of software development techniques, software reference libraries, and related utility programs.

Intermediate knowledge of the principles of project management and cost benefit analysis.

Intermediate knowledge of the information strategic planning process.

Ability to coordinate and organize projects involving multiple groups or organizations.

Ability to utilize project management tools.

Ability to troubleshoot and resolve hardware and/or software problems relating to spatial data and geographic information technology.

Ability to supervise, train, and assist others in subject matter area.

Ability to work independently and manage multiple tasks with limited supervision.

Ability to organize work and solve problems.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively.

EXPERIENCE AND EDUCATION

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Two or more years of experience as a Geographic Information Systems Analyst with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Geographic Information Systems, Geography, Cartography, Earth Science, Natural Resources, Remote Sensing, Environmental Science, Computer Science, Civil Engineering, Surveying, or a closely related field; and,

Three or more years of professional or technical experience in geographic information systems work, including two or more years of experience involving GIS data analysis and manipulation .

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required general experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
