AIR QUALITY MONITORING SPECIALIST IV

DEFINITION

This is senior-level supervisory and/or consultative work in the operation and management of the state's air quality monitoring network or air quality assurance program, or in the conduct of complex air quality studies.

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

EXAMPLES OF WORK

Plans, directs, coordinates, and evaluates the work of staff.

Serves as an authoritative counsel on complex technical work within a specific area of expertise.

Directs the operation and evaluation of a computerized data acquisition system to determine efficiency in the retrieval, transfer, and validation of air quality data; makes final determination of air quality data validity.

Investigates complex or sensitive problems involving the validity, accuracy, or completeness of air quality data.

Testifies as a technical expert in court cases or before other official bodies.

Evaluates innovative air monitoring technologies and makes recommendations on purchasing equipment for use in the state; reviews air monitoring equipment bids and determines if bids comply with agency specifications.

Operates complex scientific instruments in field settings.

Develops standardized air monitoring methods and standard operating procedures in instances where federal regulations do not specify methods or procedures.

Prepares recommendations regarding the electronic management of air quality data related to hazardous air pollutants, air toxics, chemical specification of air filters, or criteria pollutants .

Participates on national work groups to develop and evaluate new air monitoring technologies or programs.

Supervises standardization and certification checks on instruments, including gas standard certification.

Directs and participates in audits of air monitoring instruments operated by state or local agencies or designated industries; recommends and participates in the negotiation of actions needed to gain compliance with applicable laws, rules, and regulations.

Plans and oversees the implementation of equipment replacement schedules and the purchase and/or replacement of monitoring or auditing equipment.

Assists management in the development and implementation of technical plans to achieve desired air quality data acquisition objectives.

Provides technical advice and assistance regarding air quality monitoring and assurance issues to staff and to public and private sector officials.

Addresses local and regional organizations or other interested groups.

Exercises considerable independence and judgment in the performance of duties; receives general administrative direction.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Comprehensive knowledge of the principles of natural sciences in relation to air monitoring, atmospheric chemistry, and/or electronics.

Comprehensive knowledge of the principles, procedures, and terminology related to air monitoring.

Comprehensive knowledge of quality assurance theories and systems.

Comprehensive knowledge of auditing techniques and practices.

Comprehensive knowledge of mathematical and statistical principles and scientific formulas related to the measurement of gases.

Comprehensive knowledge of the purpose, priorities, and management of computerized acquisition systems.

Skill in operation of air monitoring equipment.

Ability to coordinate data system improvements with federal, state, and local agencies.

Ability to plan personal work and the work of other professional, technical, and clerical staff.

Ability to plan and conduct research and complex air quality studies.

Ability to prepare and direct the preparation of highly technical reports.

Ability to prepare and deliver lectures and papers relating to air quality monitoring or air quality assurance.

Ability to establish and maintain effective working relationships with public and private officials, industry representatives, engineers, manufacturers, and staff.

EXPERIENCE AND EDUCATION

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

One or more years of experience as an Air Quality Monitoring Specialist III with the Missouri Uniform Classification and Pay System.

OR

Three or more years of experience as an Air Quality Monitoring Specialist II with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 30 earned credit hours in one or a combination of the following: Chemistry, Physics, Atmospheric Science or Meteorology, Industrial Hygiene, Electronics, Electrical Engineering, Mechanical Engineering, Environmental Engineering, Computer Science, Computer Engineering, Environmental Health Technology, Applied Science and Technology, Mathematics, Biology, or a closely related field; and,

Five or more years of experience in air quality monitoring or auditing.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for a maximum of one year of the required experience.)
