AIR QUALITY MONITORING SPECIALIST III

DEFINITION

This is senior-level professional and specialized work in the operation and management of the state's air quality monitoring network or air quality assurance program.

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

EXAMPLES OF WORK

Operates and evaluates a computerized data acquisition system to determine efficiency in the retrieval, transfer, and validation of air quality data.

Reviews and evaluates air quality data for accuracy, completeness, and statistical significance.

Provides technical direction, trains, and assists staff.

Oversees an essential technical segment(s) of air quality monitoring and air quality assurance activities.

Coordinates computerized data reports and air monitoring work plans with federal, state, and local agencies.

Prepares and maintains appropriate records to substantiate the accuracy of monitoring instruments.

Directs and participates in the standardization and certification checks on instruments, including gas standard certification.

Participates in detailed system audits of an agency's air quality operation and performance; develops audit procedures.

Participates in the review of policies and standard operating procedures.

Performs specialized air monitoring studies, projects, or audits; collects air samples.

Assists in the review of quality assurance project plans.

Audits instruments and programs operated by state or local agencies or designated industries; recommends actions needed to gain compliance.

Oversees and participates in instrument repair procedures; maintains an inventory of replacement parts for instruments; prepares documentation for the purchase of monitoring or auditing equipment.

Oversees the day-to-day operation of the air quality assurance laboratory.

Addresses public and professional groups; provides technical advice and assistance regarding air quality monitoring and assurance issues.

Negotiates contracts, property access, and other arrangements for the establishment of new air monitoring sites.

Exercises significant independence and judgment in the performance of duties; receives general administrative direction; work is reviewed for adherence to established policies and procedures.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Comprehensive knowledge of the principles of natural sciences in relation to air monitoring, atmospheric chemistry, and/or electronics.

Comprehensive knowledge of the principles, procedures, and terminology related to air monitoring.

Comprehensive knowledge of electronics and electronic equipment repair.

Comprehensive knowledge of quality assurance theories and systems.

Intermediate knowledge of mathematical and statistical principles and scientific formulas related to the measurement of gases.

Intermediate knowledge of auditing techniques and practices.

Intermediate knowledge of computer operations, data system management, and software.

Skill in operation of air monitoring equipment.

Ability to conduct independent audits and negotiate a plan for compliance with federal and state standards.

Ability to investigate data anomalies and implement corrective data acquisition procedures.

Ability to coordinate routine and special air quality monitoring activities.

Ability to comprehend and interpret electronic schematics and computer documentation.

Ability to establish and maintain effective working relationships with public and private officials, industry representatives, engineers, manufacturers, and staff.

Ability to communicate effectively and prepare detailed audits, records, and reports.

Ability to travel as necessary in the performance of assigned work.

EXPERIENCE AND EDUCATION

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Two or more years of experience as an Air Quality Monitoring Specialist II with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 30 earned credit hours in one or a combination of the following: Chemistry, Physics, Atmospheric Science or Meteorology, Industrial Hygiene, Electronics, Electrical Engineering, Mechanical Engineering, Environmental Engineering, Computer Science, Computer Engineering, Environmental Health Technology, Applied Science and Technology, Mathematics, Biology, or a closely related field; and,

Four or more years of experience in environmental testing or monitoring, air emissions auditing, or air emissions control technology.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for a maximum of one year of the required experience.)
