VOCATIONAL EDUCATION SUPERVISORDEFINITIONThis is professional supervisory work in the administration and coordination of vocational education programs in assigned state facility(ies). An employee in this class is responsible for planning, developing, implementing and assessing vocational education programs for adult or juvenile offenders and/or students with impaired learning ability. Work involves assessing vocational education needs of the assigned facility(ies), planning and participating in curriculum development, and coordinating vocational education programs to ensure consistency with other facilities and compliance with industry standards. Work also involves supervising a staff of teachers providing instruction in a variety of vocational areas and/or related employability skills, as well as evaluating teaching staff with regard to effectiveness of instructional techniques and adherence to program goals and established policies. General supervision is received from an administrative superior; however, the employee is expected to exercise considerable independence and initiative in the performance of assigned duties. Plans and participates in curriculum development; coordinates vocational education programs to ensure consistency with other facilities and compliance with industry standards; evaluates packaged programs and makes recommendations to superior regarding their appropriateness. Supervises a staff of teachers providing instruction in a variety of vocational areas and/or related employability skills. Conducts staff meetings to report program updates; organizes in-service training to ensure effective program delivery. Evaluates performance of teaching staff with regard to effectiveness of instructional techniques and adherence to program goals and established policies. Participates in recruitment and selection of vocational teaching and related staff. Assesses vocational education needs of the assigned facility(ies) and resources available for meeting these needs; maintains up-to-date information on employment trends to provide accurate career exploration and counseling information to students. Administers standardized tests to determine occupational aptitudes and interests of potential students; reviews and approves student applications for enrollment in vocational education programs. Provides administrative support and advice to superiors regarding program-related issues; participates on committees and task forces as assigned; coordinates vocational education activities with other facility programs. Develops spending plan for allotted program funds; procures instructional equipment and supplies in accordance with purchasing guidelines; tracks and monitors program expenditures. Maintains program records and prepares reports as directed. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIESThorough knowledge of the principles and practices of vocational education. Considerable knowledge of occupations, employment trends, industry standards and job requirements. Ability to plan and coordinate varied vocational education programs for adult or juvenile offenders and/or students with impaired learning ability. Ability to plan and participate in curriculum development and to evaluate and make recommendations regarding packaged vocational education programs. Ability to supervise, train and evaluate a staff of teachers providing instruction in a variety of vocational areas and/or related employability skills. Ability to administer standardized tests of occupational aptitudes and interests. Ability to establish and maintain working relationships with students, teaching staff, and other facility and program personnel. Ability to communicate effectively and to prepare reports. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)Four years of experience as a professional supervisor or administrator of adult or secondary-level educational programs; professional teacher at the high school level or above; vocational teacher in a formalized vocational training program for skilled or technical occupations; or trainer in a business, industrial, governmental or military setting; and graduation from an accredited four-year college or university. (Graduate work in education may be substituted on a year-for-year basis for a maximum of two years of the stated experience.) NECESSARY SPECIAL REQUIREMENTAbility to obtain (at the time of employment) certification as a Vocational Adult Education Supervisor or Vocational Director as issued by the Missouri Department of Elementary and Secondary Education.
