Administrative Analyst IIIDEFINITIONThis is advanced technical and supervisory work in the development, analysis and evaluation of procedures, and the development and control of forms, charts, and records management in a state agency. An employee in this class analyzes, develops, and prepares final detailed procedures covering specific work routines and functions. Work includes responsibility for distribution and maintenance of complete procedures manuals which apply to all functions within the assigned organizational unit or program. The employee is functionally responsible for the development of new and revised office forms and charts and the development and control of the agency records management program. Work also includes making detailed studies of operations and making studies of the use of equipment and supplies. Direction is furnished to subordinate analysts and clerical employees who are assigned to forms control and records management work. The Administrative Analyst III operates with considerable independence under general supervision from an administrative superior. Any one position may not involve all of the specified duties or knowledges, skills and abilities, nor are the listed examples exhaustive.EXAMPLES OF WORKConfers with supervisors, section heads, and assistant directors on proposed procedural changes or projects; prepares a program for the conduct and implementation of the project. Develops complete new procedural and administrative manuals or major revisions to existing manuals; obtains necessary clearances and approvals from supervisors, section heads, and assistant directors; directs duplication and distribution of finished manuals and revisions. Coordinates and assists in the conduct of assigned surveys and studies of procedures, methods, equipment, forms, etc.; prepares reports and recommendations. Functionally supervises and participates in the agency forms control and records management programs; designs and drafts forms and charts; prepares printing specifications; confers with printers' representatives concerning corrections and changes; maintains current forms catalogs; establishes schedules for filing, storage, and destruction of active and inactive records. Directs subordinate analysts in various phases of procedures manual development and forms development and control. Administratively supervises the section in the absence of an administrative superior. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIESThorough knowledge of the existing procedures and practices followed in central and local office/institutional operations and administration. Considerable knowledge of the federal and state laws and administrative rules and policies governing all phases of the agency's programs, policies and procedures. Considerable knowledge of the modern principles and practices of organization, administration, and management. Considerable knowledge of the principles of forms design, usage, and control, and of records management programs. Working knowledge of electronic data processing equipment capabilities. Ability to prepare and direct others in the preparation of clear and concise procedural and administrative manuals. Ability to direct and to participate in surveys, studies, and analyses, and to prepare reports and recommendations. Ability to design and develop office forms and charts. Ability to work effectively with and to provide direction to others. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)One year of experience as an Administrative Analyst II in a Missouri Merit System agency. OR Six years of employment in responsible technical or professional work in business or public administration, of which two years must have been in supervisory or administrative capacity in the analysis and/or development of methods and procedures, forms design, or in programmatic work directly related to areas for which analysis of methods and procedures will be provided. (College work with specialization in English, public or business administration, graphic arts, or closely related areas may be substituted on a year-for-year basis for the required general experience.)
