Administrative Analyst IIDEFINITIONThis is advanced technical work in the development, analysis, and evaluation of procedures, forms, records, and operations in a state agency. An employee in this class analyzes, develops, and prepares final detailed procedures covering specific work routines and functions. Work also includes responsibility for distribution and maintenance of complete procedures manuals which apply to all functions within the assigned organizational unit or program. The employee generally receives recommendations for new or revised procedures from section supervisors. The need for new or revised procedures may also originate from federal program letters and directives or other sources. All new and revised procedures are studied closely, to determine their effect on over-all operations, and conferences are held with interested persons before new procedures are finalized. The employee assists in the conduct of special surveys, methods studies, and systems improvement studies as assigned. Work is reviewed and evaluated by an Administrative Analyst III or a designated administrative superior. Any one position may not involve all of the specified duties or knowledges, skills and abilities, nor are the listed examples exhaustive.EXAMPLES OF WORKMaintains existing agency procedures manuals by revision, addition, and recision; confers and works closely with appropriate section heads and other supervisors; clears procedural changes with other sections that might be affected. Develops, prepares, and arranges for the distribution of complete procedures manuals covering new programs; assures that new procedures are coordinated with other agency operations; arranges for necessary forms to be developed; confers and works closely with appropriate program supervisors. Cooperates with and assists agency supervisors in the development of operating procedures manuals which conform with and utilize electronic data processing. Assists in the conduct of surveys, studies, and analyses of all phases of the agency's programs, including materials, procedures, forms, equipment, communications, etc. Assists in agency forms control and records management programs; designs and drafts forms and charts; maintains current forms catalogs; establishes schedules for filing, storage, and destruction of active and inactive records. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIESConsiderable knowledge of the federal and state laws and administrative rules and policies governing all phases of the state agency's program, policies and procedures. Considerable knowledge of the existing procedures and practices followed in central and local office/institutional operations in carrying out the objective of the agency. Considerable knowledge of the modern principles and practices of organization, administration and management. Working knowledge of electronic data processing equipment, methods, and operations. Working knowledge of the principles of forms design and usage and of records management programs. Ability to assist in the conduct of surveys, studies, and analyses. Ability to prepare clear and concise procedural instructions. Ability to work effectively with other personnel. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)One year as an Administrative Analyst I in a Missouri Merit System agency. OR Five years of professional or technical work in public or business administration, of which one year must have been in the analysis and/or development of methods and procedures, forms design, or in programmatic work directly related to areas for which analysis of methods and procedures will be provided. (College work with specialization in English, public or business administration, graphic arts, or closely related areas may be substituted on a year-for-year basis for the required general experience.)
