Administrative Analyst IDEFINITIONThis is entry-level technical work in the development, analysis and evaluation of procedures, forms, records and operations in a state agency. An employee in this class assists in analyzing and developing written procedures for inclusion in procedures manuals, conducting special surveys and studies, and developing and designing office forms and records. Immediate supervision is received from an administrative superior, who directs the work and evaluates its effectiveness. Any one position may not involve all of the specified duties or knowledges, skills and abilities, nor are the listed examples exhaustive.EXAMPLES OF WORKConfers with an administrative superior and with section heads and supervisors in order to maintain and update the existing agency procedures manuals; edits for additions, revisions and recisions. Under the direction of a superior, develops complete procedures manuals covering new programs. Assists in the conduct of surveys, studies, and analyses of all phases of the agency's programs. Assists in the development and design of office forms and records, and of agency organization charts. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIESConsiderable knowledge of English grammar and composition. Working knowledge of the federal and state laws and policies governing the administration of all phases of the agency's programs. Working knowledge of the existing procedures and practices followed in central and local office/institutional operations in order to achieve the objectives of the agency. Working knowledge of modern principles and practices of organization, administration and management. Some knowledge of the principles of forms design and usage. Ability to assist in the conduct of surveys, studies, and analyses. Ability to prepare clear and concise procedural instructions. Ability to work effectively with other personnel. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)Four years of advanced clerical experience (at the level of Clerk III or higher) in a Missouri Merit System agency. OR Four years of employment in public contact, technical or professional work in the field of public or business administration.
