UNEMPLOYMENT INSURANCE AUDITOR III

DEFINITION

This is senior-level technical public contact work involving responsibility for complex investigations of employer liability, collection of delinquent taxes, and auditing of employers' records to determine compliance with the Employment Security Law.

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

EXAMPLES OF WORK

Assigns, provides technical assistance to, and reviews the work of a group of Unemployment Insurance Auditors I/II and others engaged in investigations of employer liability and securing delinquent employer reports and taxes.

Reviews the information reported by field staff to insure that all required data has been submitted.

Confers with and assists employers in matters pertaining to the unemployment compensation law and division policies and procedures.

Assists in the supervision of a moderately large contributions field staff in a large metropolitan area or geographical district, providing administrative support as required.

Instructs and confers with the contributions field staff individually and as a group on new procedures and regulations.

Assists Unemployment Insurance Auditors I/II on the more complex investigations and audits; trains Unemployment Insurance Auditors I/II.

Prepares daily and other periodical reports based on information and facts obtained through investigations and upon the activities of the field staff.

Receives general supervision from an administrative supervisor who reviews performance in terms of quality of work completed, size of workload, cost of operation, and the general condition of the tax function in the area for which the employee is responsible.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Comprehensive knowledge of federal and state laws relating to unemployment compensation with particular emphasis on those phases relating to employer contributions.

Comprehensive knowledge of accounting principles, systems, and procedures which are necessary in the determination of employer compliance with the law.

Comprehensive knowledge of modern office practices, procedures, and computer software programs.

Intermediate knowledge of the policies, rules, and regulations established by the Division with respect to the determination of employer liability for payment of taxes and collection of delinquent accounts.

Introductory knowledge of modern principles of supervision and office management.

Ability to maintain consistent interpretations of the applicable contributions collection provisions of the unemployment compensation laws and the departmental procedures and regulations administered under their authority.

Ability to plan effectively, to lay out work, and to train employees in work methods and investigation procedures.

Ability to establish and maintain effective working relationships with employers in carrying out certain specialized phases of the unemployment compensation program.

Ability to review investigations and reports of a contributions field staff with the view of improving methods and services.

EXPERIENCE AND EDUCATION

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

One or more years of experience as a Contributions Supervisor II or Claims Supervisor II with the Missouri Division of Employment Security.

OR

Two or more years of experience as an Unemployment Insurance Auditor I and/or II (former Claims Auditor I or Field Auditor I), Contributions Technician II or Claims Technician II with the Missouri Division of Employment Security.

OR

A Bachelor's degree from an accredited college or university with a minimum of 6 earned credit hours in Accounting; and,

Two or more years of professional or technical experience in either the operation or management of small business enterprises that involved keeping fiscal records and preparing state and federal tax reports, or technical public contact work in credit, collections, tax, or other fiscal investigations.

(Professional or technical work involving public contacts in one or more of the following: business, public administration, law, accounting, bookkeeping, auditing, or in the Employment Security program, or a closely related area, including one or more years of experience in either the operation or management of small business enterprises in progressively responsible work that involved keeping fiscal records and preparing state and federal tax reports, or technical public contact work in credit, collections, tax, or other fiscal investigations may substitute on a year-for-year basis for deficiencies in the required education.)
