UNIT SUPERVISOR-MERIT SYS (Crt.) (Trns.)DEFINITIONThis is responsible clerical supervisory and related para-professional and technical personnel work in one of the major units of the Personnel Division involved in compliance and/or agency service functions. An employee of this class is responsible for supervising either the personnel certification unit or the personnel transaction audit unit. Duties involve the interpretation of regulations, policies and procedures; frequent and responsible contacts with agency personnel offices and the general public to assist with problems and questions, and the preparation of correspondence related to the activity supervised. Supervision is exercised over a moderate number of clerical assistants. Although the work is performed under the general supervision of the Section Supervisor and is reviewed through periodic conferences and reports for achievement of desired results, the employee is expected to exercise considerable initiative and independence in the day-to-day operation of the unit to which assigned. Any one position may not involve all of the specified duties or knowledges, skills and abilities, nor are the listed examples exhaustive.EXAMPLES OF WORKSupervises a major unit of the Personnel Division engaged in specialized clerical and related merit system services work and assists in preparing recommendations to the Section Supervisor for improved operation of the unit. Supervises the maintenance of active registers of eligibles, the processing of agency requests for employment certification and the confirmation of appointments to positions; interprets certification regulations, policies and procedures; under supervision of the Section Supervisor, approves certifications and transactions relating thereto in the name of the Director; assists personnel staff in merit agencies with certification problems and questions; audits processed certifications, notifying agencies of discrepancies and action required for compliance; confers with agency personnel offices and the general public regarding certification activities; answers the inquiries of eligibles regarding register status, both in person and by correspondence; prepares annual and special reports as required. Supervises the review of all personnel transactions for compliance with established rules and procedures to ensure that all employees have been appointed and employed in accordance with the State Personnel Law and the rules of the Personnel Advisory Board; under supervision of the Section Supervisor, certifies transactions to the Division of Accounting in the name of the Director; supervises the maintenance of records of all appointments, separations, and changes in status for employees covered by the Merit System, including salary adjustments and increases, promotions, transfers, reclassifications, demotions, dismissals, suspensions, service ratings, etc.; confers with agency personnel offices to interpret rules and procedures and to advise of discrepancies and corrective action necessary; prepares various reports as required. Prepares original correspondence (as required) involving the interpretation of Division regulations and procedures relating to the unit to which assigned. Supervises and trains the clerical staff of the unit. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIESThorough knowledge of modern office practices, procedures and equipment. Thorough knowledge of the general operation and organization of the State Merit System and of the procedures and rules prescribed for the processing of all types of personnel transactions related to personnel transaction auditing functions or to the personnel certification functions. Considerable skill in application and interpretation of Merit System rules, regulations, and procedures as required in the performance of complex clerical work. Ability to supervise and train clerical subordinates. Ability to maintain complex clerical records and to prepare reports from varied statistical information. Ability to establish and maintain harmonious working relationships with the public and with management and personnel of various agencies. Ability to express ideas effectively in writing. Ability to exercise considerable judgment in conducting important functions independently or with a minimum of supervision. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)Five years of office experience (other than routine clerical) of which at least three years must have been at a senior clerical or technical level involving the application of State Merit System procedures, rules and regulations to a variety of work activities in the personnel transactions audit and/or personnel certification functions of the Personnel Division; or three years as a Personnel Clerk in the personnel office of an appointing authority in an agency under the Missouri Merit System; and possession of a high school diploma or a GED certificate. (College education in business, public or personnel administration or in closely related areas may be substituted on a year-for-year basis for the required experience except that no substitution will be allowed for one year of the specialized experience.)
