PLANNER I

DEFINITION

This is entry-level professional work involving planning in one or more of the following areas: natural resources, health and social resources, correctional services, recreation, economics, or public administration.

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

EXAMPLES OF WORK

Collects, analyzes and prepares technical/statistical data and summaries related to assigned area/project or a segment of a large project/study.

Provides technical assistance to local groups in the development of local and regional programs.

Reviews planning projects and/or proposed legislation regarding program priorities, expenditure of funds, and coordination of services.

Develops and maintains indicators of program needs and accomplishments, and provides recommendations.

Researches and provides suggestions for future programs, projects, and/or studies.

Prepares technical correspondence and reports.

Receives general administrative direction; work is reviewed for conformance to established standards.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Introductory knowledge of the principles, practices and objectives of local, regional, and state planning.

Introductory knowledge of research methodology.

Introductory knowledge of data collection and statistics.

Introductory knowledge of computer software applications.

Ability to plan, organize, and complete assignments.

Ability to organize and present the results of research or analysis in a clear and concise manner.

Ability to establish and maintain effective working relationships with associates, public officials, and the general public.

EXPERIENCE AND EDUCATION

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

A Bachelor's degree from an accredited college or university; and,

One or more years of professional or technical experience in research and analysis, program or policy development, and/or management analysis, grant management, budget/fiscal analysis, or a closely related area.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

(24 earned graduate credit hours from an accredited college or university in Planning, Social Sciences, Public or Business Administration, Environmental Sciences, Public Health, Recreation, Engineering, Architecture, or a closely related area may substitute for the one year of the required experience.)
