PERSONNEL ANALYST IV

DEFINITION

This is very responsible professional and supervisory personnel work in a major program unit in the State Personnel Program.

An employee in this class supervises and coordinates a major program unit within a section of the State Personnel Program. Work involves program planning, development and implementation normally involving responsible contacts with agency personnel staff and administrative officials. Work may include conducting special studies and projects in various areas of personnel administration. Supervision is exercised over a number of professional and technical staff in the program unit to which assigned. Work is performed under general administrative direction and is reviewed for conformance with prescribed policies and procedures and for attainment of objectives.

EXAMPLES OF WORK

Plans, organizes, directs and coordinates a major program unit within a section of the State Personnel Program.

Supervises a staff of professional and technical employees engaged in activities such as position classification or recruitment and selection services.

Assists in the review and evaluation of section and unit activities and makes recommendations to improve operations and assures achievement of its goals and objectives.

Participates in and/or conducts special studies and projects in various areas of personnel administration.

Consults and corresponds with agency personnel and administrative officials concerning personnel related issues and assists in the development of procedures and the interpretation of policies.

Represents the section manager and/or Director, in meetings and public contacts as required.

Performs other related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of the general principles and practices of public personnel administration.

Thorough knowledge of one or more of the following specialized areas of personnel administration such as position classification or recruitment and selection of personnel.

Thorough knowledge of state governmental organization and of occupations common to public organizations.

Considerable knowledge of the principles and practices of general public administration.

Considerable knowledge of current developments in the public personnel field.

Considerable knowledge of the principles and practices of public administration and office management.

Ability to plan and supervise comprehensive program activities and to coordinate the work of professional and technical employees.

Ability to gather, assemble, correlate, and analyze facts and devise solutions to public personnel problems.

Ability to express ideas clearly and concisely, orally and in writing.

Ability to establish and maintain working relationships with departmental and personnel officials, other employees, labor organizations, and the general public.

EXPERIENCE AND EDUCATION QUALIFICATIONS

(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)

Four years of professional and technical experience in public or private personnel administration, including substantial experience in one or more of such areas as: position classification and job evaluation, wage and salary administration, recruitment and personnel examining, test construction and analysis, or general personnel administration activities, of which at least one year must have been in an advanced technical capacity or as a Personnel Analyst III with the Missouri Division of Personnel; and graduation from an accredited four-year college or university with substantial course work in personnel or business administration, labor or industrial relations, industrial or personnel psychology, public administration and government, or closely related areas.
