COMPUTER INFORMATION TECHNOLOGY MANAGER II

DEFINITION

This is administrative and managerial work in directing a large and/or complex computer information technology organization.

An employee in this class is responsible for planning, developing, coordinating and directing a large and/or complex computer information technology organization or for managing, through subordinate managers, two or more functional areas such as computer systems analysis and design, database and/or network administration, systems programming, computer operations and/or other computer information technology in the largest and/or most complex computer information technology organizations. Positions have decision-making authority and responsibilities and usually have policy, planning and budget responsibilities. Supervision is exercised, through subordinate managers and/or supervisors, over professional computer information technology and support staff. Administrative direction is received from management personnel; however, the employee exercises a high degree of independent judgment and decision making in directing or assisting in the direction of the agency's activities.

EXAMPLES OF WORK

Manages a large and/or complex computer information technology organization or manages two or more functional areas in the largest and/or most complex computer information technology organizations.

Directs or assists in overall planning and direction of a large and/or complex computer information technology system; participates in preliminary surveys and studies to determine computer information technology requirements; prepares specifications for submission to vendors and reviews vendor proposals; manages the installation and/or modification of information technology hardware and software.

Manages, personally and through subordinate managers and/or supervisors, a large staff of computer information technology and related professionals.

Assists top management in maintaining liaison with administrative personnel in the division, other agencies and with industry representatives in developing new or improved management procedures for effective utilization of computer information technology.

Evaluates the applicability of new technical developments and evaluates effectiveness of present operations; recommends new uses for computer information technology and/or elimination of inefficient processes.

Manages the computer information technology work flow, establishes production controls, determines priorities of operation and directs procedures for special studies or unusual operations; confers with management and administrative personnel in other units on matters pertaining to work scheduling and effectiveness of information technology.

Develops budget requests and/or monitors expenditures according to budget allocations/appropriations and recommends and/or initiates cost saving measures.

Serves on and/or chairs policy, technical, personnel and user group committees.

Acts as liaison for the technical coordination and approval of computer information technology infrastructure upgrades for departmental decentralized and/or remote locations.

Completes cost, schedule, resource, risk and quality application assessments to ensure adequate controls are in place for the installation of desirable customer software and that it is completed effectively and in accordance with budgetary guidelines.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Extensive knowledge of current computer information technology developments and techniques and how they apply to the agency.

Thorough knowledge of the principles of general management, particularly as applied to computer information technology.

Considerable knowledge of personnel management, project management, governmental budgeting, fiscal management and/or grants and contract management.

Ability to communicate effectively.

Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.

Ability to manage, develop and motivate subordinates.

Ability to establish and maintain effective working relationships with subordinates, associates, agency management officials, and information technology vendors and professional organizations.

EXPERIENCE AND EDUCATION QUALIFICATIONS

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

One year of experience as a Computer Information Technology Manager I or two years of experience as a Computer Information Technology Supervisor II under the Uniform Classification Pay System.

OR

Five years, including three years of supervisor responsibility, of professional, technical computer information technology systems experience such as computer programming, systems analysis and design, or work with primary responsibility for the configuration of mainframe, midrange and/or microcomputer hardware and software, network administration or closely related areas or in the management of a large computer installation, and graduation from an accredited four-year college or university with at least fifteen (15) semester hours in computer science, computer information systems or closely related areas. [Computer information technology systems experience such as computer programming, systems and analysis and design or work with primary responsibility for the configuration of computer hardware and software in a mainframe, midrange and/or microcomputer environment may be substituted on a year-for-year basis for deficiencies in the stated education. Professional and technical experience involving development of data bases or applications using business programming products (e.g., SAS, Culprit, FOCUS, GIS) may be substituted on a year for year basis for deficiencies in the stated education or experience for a maximum of two years. Graduate work in computer science, computer information systems or closely related areas may be substituted on a year-for-year basis for a maximum of one year of the stated general experience.]
