Project Description

The Information Technology (IT) Personnel Committee’s objective is to “develop and implement an IT workforce recruitment, development and retention plan for Missouri State Government.”  In December 1996, a classification work group was formed by the IT Personnel Committee with representatives from merit and non-merit agencies and the Office of Administration, Division of Personnel. The tasks assigned to this work group were to 1) develop an alternative labor pool for entrance into the IT community; 2) develop a career ladder for “super techs”, and 3) consolidate the IT classes into a common series.

The Computer Information Technologist Trainee class was submitted to the IT Personnel Committee in November 1997 and approved by the Personnel Advisory Board in December 1997 for inclusion in the Uniform Classification and Pay System effective January 1, 1998. The introduction of this class met the first task of the work group – to develop an alternative labor pool for entrance into the IT community.

In June 1998, the second and third tasks – developing career paths for highly technical staff and broadening the existing classes into a common series – were presented and approved by the IT Personnel Committee, the Information Technology Advisory Board and the Personnel Advisory Board and became effective October 1, 1998.

The development of these products was a very labor-intensive effort and the impact will be very significant on the classification of current and future IT positions. This diverse group met every week for two hours and produced work products that were accepted readily by the IT community and the Personnel Advisory Board. The individuals in this group most certainly exhibited the qualities of initiative, creative thinking, and extraordinary effort.
