Neither document provides detailed rules or procedures. Instead, they establish the principles, values, and norms on which organizations will be operated. These principles are then applied when establishing, implementing, and maintaining the "nuts and bolts" rules on which an organization can thrive. In addition, it is recognized that when the principles, values, or norms of the organization change then the policy document can be amended to reflect the changes and better serve the organization.
