The DMD was formally recognized by the ITAB in 1996.
Name
The official name of this organization is the Digital Media Developers
Group. It is referred to as the DMD.
Purpose
The purpose of the Digital Media Developers Group (DMD) is to provide
a forum for Missouri government digital media developers to discuss the
presentation and dissemination of digital media.
Objectives & Goals
Our goal is to use this dialogue to better serve the general public and
state government content providers by improving the quality and integrity
of state government information and services accessed via a digital medium.
Specifically, our goal and purpose are obtained by holding regular meetings,
providing a discussion list forum, and maintaining a Web site.
In short, the DMD acts as a virtual research and development team for
state development of digital media for the Web, CD-ROMs and other multimedia.
Membership
The Digital Media Developers Group (DMD) is open to all state government
employees involved in or interested in issues relating to Web and digital
media development. Voting by members or member agencies is authorized
according to standards set forth in the “Meetings” section
of this charter.
Officers
The DMD elects a chairman from its membership. The chairman’s term
of office is 1 year.
Duties and Responsibilities
The DMD chairperson serves until a successor is elected. The chairperson
is responsible for scheduling and chairing the monthly meetings. The chairperson
also acts in a liaison capacity between the DMD and ITAB by attending
ITAB meetings and reporting the activities of each group to the other
as appropriate.
State Portal Content Maintenance
DMD members are also responsible for the updating and maintenance of
their respective agencies’ content on the state home page (also
known as the state portal). It is the duty of each DMD member content
manager to register his/her name, user identification, and agency affiliation
with the state Webmaster so that appropriate password and access may be
granted.
Meetings
Monthly meetings at a regularly scheduled time and location enable any
state agency to easily make contact with digital media developers in other
state agencies. These meetings serve to enable developers to compare notes
on prices, services and techniques for Web and multimedia development;
inform developers of any current or upcoming changes in services or state
policy in digital media development; and enable state developers as a
whole to proactively plan for future technologies and their impact on
how the public is served by the Web and other multimedia products produced
by state agencies.
Voting
Issues or policies may be presented and voted on by all DMD members present
at the meeting, using the rules outlined below. However, any DMD member
present may invoke an agency vote on any issue. The chairman shall conduct
an agency vote upon receipt of verbal request of any member present. Under
the provisions of an agency vote, each agency that has a member present
will have only one vote on the question. The agency representatives are
left to their own discretion to determine what their agency vote shall
be.
Issues may be presented for a vote if:
The DMD meeting, including the intention to vote on the issue, was
announced to all DMD members at least eight hours in advance of the
meeting. The announcement of a meeting and/or a vote may be made via
e-mail, via the DMD listserv, or via written memo.
At least five agencies are represented at the meeting.
At least one DMD officer is present.
Discussion List
The email list, mo-web, enables DMD members to ask advice or suggest
solutions to daily problems encountered by digital media developers. Instructions
to subscribe and unsubscribe are available on the DMD Web site.
Web Site
The DMD Web site, http://www.oa.mo.gov/dmd/ serves as a reference
library for state media developers. It currently houses the Missouri State
Web Development Guidelines as well as useful Web Resources on Web development,
accessibility and the Web, and various Web development services.
